The Office of Capital Planning and Development is requesting that consulting firms interested in contracting with Western Washington University submit their qualifications in accordance with the requirements below.

All firms legally engaged in the State of Washington in the practice of architecture, landscape architecture, engineering, interior design, planning, surveying, and related services are encouraged to submit a completed standard Federal 330 form (Part II) with a cover letter.

Western Washington University is committed to providing the maximum practicable opportunity for participation by diverse equity firms that are either Federally certified or Office of Minority and Women’s Business Enterprises (OMWBE) certified. We encourage diverse equity firms to participate as consultants and require consultants to perform outreach to maximize diverse contractor, sub-contractor, sub-consultant, supplier, and vendor participation. When selecting a consultant, we will give serious consideration to a consultant’s commitment to performing diverse equity outreach and maximizing participation in all phases of our projects.  For more information and a list of OMWBE and Federally certified diverse business firms, please visit the following website: omwbe.wa.gov. By clicking the link below, please submit one copy of Standard Federal 330 Form (Part II only) with a small brochure. OMIT loose data, large project brochures and drawings. Consultant shall include in their qualifications a current Certificate(s) of Insurance for Commercial General Liability, Business Auto Liability, Worker’s Compensation and Professional Liability Insurance.  Limits of liability must be at least $1,000,000.  The University’s Risk Manager will review the furnished certificate(s) of insurance and deviations from the minimum requirements will be evaluated on a case-by-case basis, although deviations are not likely to be accepted.

At a minimum, Western Washington University, its trustees, officers, directors, employees, agents and volunteers shall be named as an additional insured (except Worker’s Compensation and Professional Liability Insurance), all rights against the University for recovery of damages shall be waived and all insurance shall be primary and shall not contribute to any other insurance or self-insurance programs afforded to the University.  Also, additional coverage may be required depending on the specific project selected.

The consultant shall agree to the University’s standard indemnification and hold harmless provision, which is in favor of the University, and will agree to waive its immunity under Title 51 RCW.

For SMALL PROJECTS (consultant fees less than $300,000), REPAIRS, and EMERGENCY WORK, the University may select consultants directly from the consultant roster without further notice.  For MAJOR PROJECTS (consultant fees $300,000 or higher), advertisements will appear in the Bellingham Herald and Daily Journal of Commerce indicating the intent of the University to select a consultant for a specific project from the instructions given at that time.
