Consultant Roster

For SMALL PROJECTS (consultant fees less than $300,000), REPAIRS, and EMERGENCY WORK, Western Washington University may select consultants directly from the consultant roster without prior notice.  For MAJOR PROJECTS (consultant fees $300,000 or higher), advertisements will appear in the Bellingham Herald and Daily Journal of Commerce indicating the intent of the University to select a consultant for a specific project from the instructions given at that time.

The University will use Municipal Research and Services Center (MRSC) to generate the consultant roster. We encourage consultant firms interested in doing business with Western to sign-up with MRSC.

To be considered for consultant work, Western requires firms to demonstrate professional qualifications appropriate for the project, have the appropriate insurance requirements, and demonstrate an ability to work productively and collaboratively with Western. 

Diverse Businesses

Western Washington University is committed to providing the maximum practicable opportunity for participation by diverse equity firms that are either Federally certified or Office of Minority and Women’s Business Enterprises (OMWBE) certified. We encourage diverse equity firms to participate as consultants and require consultants to perform outreach to maximize diverse contractor, sub-contractor, sub-consultant, supplier, and vendor participation. Insurance Requirements

The University’s Risk Manager will review the furnished certificate(s) of insurance and deviations from the minimum requirements will be evaluated on a case-by-case basis, although deviations are not likely to be accepted.

At a minimum, Western Washington University, its trustees, officers, directors, employees, agents, and volunteers shall be named as an additional insured (except Worker’s Compensation and Professional Liability Insurance), all rights against the University for recovery of damages shall be waived and all insurance shall be primary and shall not contribute to any other insurance or self-insurance programs afforded to the University.  Also, additional coverage may be required depending on the specific project selected.

The consultant shall agree to the University’s standard indemnification and hold harmless provision, which is in favor of the University, and will agree to waive its immunity under Title 51 RCW.
